After studying electrical engineering, Rose-Mende started his career in 1997 as an innovation engineer at Siemens AG Semiconductors. The development and introduction of new processes for the assembly of optical connectors were just as much a part of his work as his involvement in standardization in the Telecommunication Industry Association (TIA).

At the turn of the millennium, Rose-Mende made a career change to mobile telecommunications: In 2000, he took over the project management of integration tests for customer-specific adaptations in the mobile core area for Siemens AG Communications. In the following year, he was promoted to overall project manager for system integration, where he was responsible for system integration and type approval of new infrastructure products in the areas of mobile core, radio access and network management for the Vodafone D2 key account.

In 2006, Rose-Mende took on a management role in sales as Group Manager Solution Sales for Key Account Vodafone D2, which was expanded in connection with the merger of the network divisions of Nokia and Siemens to include the Application Experts West-South Europe unit in Nokia Siemens Networks GmbH & Co. KG was expanded. Rose-Mende led a team of pre-sales experts for mobile and rich communication, multimedia and entertainment.

The development of the BOS digital radio network of the Federal Republic of Germany led Rose-Mende to EADS in 2008. Here, he took on the challenge of building up Central Technical Operations - initially as Head of Service Management and later as Head of Central Technical Operations. In the course of his next position as head of the BOSNET program at Cassidian Communications GmbH (as a successor company to EADS Defense and Security), he was also involved in the further development and expansion of digital radio for authorities and organizations with security tasks (BOS).

As Head of Product Management for Toll Collect GmbH, the engineer dedicated himself to the innovative further development of the IT services and systems of the German toll system from 2012. His activities focused on the expansion of the toll to all federal highways and the design of the systems and procedures required for this.

In 2021, Rose-Mende took over the management of Mobilfunkinfrastrukturgesellschaft mbH, the mobile communications development company of the Federal Republic of Germany, which is committed to seamless mobile communications coverage with the 4G standard in Germany.
